I have a sneaking suspicion that only the larger companies will immediately comply with the EPA's B.S. anyway.
There are hundreds of small shops across the nation that fabricate conventional OWB's that will continue to build them, regardless of what the EPA dictates, until they get a certified letter in the mail or a knock on their door.

The larger companies, those who currently manufacture "Phase 2" ("Phase 3" boilers by 2020) with will eventually be forced to "turn in" the smaller mom and pop shops for non compliance, which will mean thousands of hard working folks will lose their employment. I wouldn't try to speculate on any time frames for when this will take place, but rest assured it's gonna happen.

It's really too bad we have allowed things to get this far out of hand.

There is actually an exemption for all manufacturers who make less than 5 or 10 or somewhere in that vicinity. At least there was in the first draft.

I read the entire thing, I think there were about 366 pages, I may have missed it but do not recall seeing anything about an exemption for anyone.
