i am going to tie in to my pex feed line into the basement and run baseboard heat in a room that i added on. does the baseboard have to be lower then the central boiler heater vent outside?

It certainly should be, any time you go over the vent tube, that loop WILL pick up air and your circ will not drive it back down.
