Title: Furnace blower low cfm

I have a high efficiency propane furnace (American Standard Freedom 95) with a water to a it heat exchanger in the plentum. I have the W wire removed on my thermostate and I can set my temp and the furnace blower will start blowing air when it calls for heat. The problem is the variable speed blower will not switch to high speed so the heat just trickles out. When the weather is mild the house stays warm, but when it gets cold my furnace can not keep up and my house won't get warmer than 62 or 63!! HELP!!!
