is it possable ( i cant quite visualize this setup) that  the water is siphoning through the lines even though the pump is off?

it may be what willie stated above. or ranco is not sensing temp on nipple. I would put insulation around bulb and try that.

Do you have a pump circulating water through HX on propane boiler side all the time. All return piping from house should go through HX before going back to Prop Boiler.

Dosen't match my set up either. I have oil boiler. My supply from owb goes to one side of heat exchanger then out of heat xkchanger back to OWB. Other side is then piped into oil boiler. It is piped with reverse flow. Oil boiler water never mixes with owb water.Piping of oil boiler is piped with with tee in return from house going into HX then out of hx back to boiler. A valve is between tees for by pass of hx when i only use oil boiler.Return line from hx to boiler has pump which runs 27/7. A tee is in oil boiller supply going into return hw  to give constant flow through oil  boiler. Will try to post pics later.

My existing oil boiler system has not been changed at all. Only hx was added to heat it with OWB.
Your propane system should remain a closed loop pressurized. Owb will be open loop not presurized.

Don't have P&M but from what I have read some say you do need more air for coal. I would ask P&M what they recommend and follow there recommendation. Would also ask about air adjustment should have some way ti adjust air. The P&M's that I have seen had air adjustment.
I have a NCB which they say will burn coal. It does but not very well. No shaker grates. Smokes like a Coal fired trane.
If you have a 175 you should be able to upgrade it to shaker grates.

yea i know they have shaker grates. no more coal than i burn not worth the trouble to install or the cost to by.

I have had a gererac for several years and have no complants. Starts when power goes off shuts down when power comes back on. I think you will enjoy the convience and piece of mind. Not to mention its nice having water,lights and heat  instead of sitting in the dark and cold when power is off.

If you add more flue it will increase stack draw. If you are not over heating when fan shuts down you are probably ok. You can check for leaks by closing off chimney flue with something while fan is running. Any leak should show by smoke comeing out around door, damper where ever. I have checked mine this way and found door seal leaking.

I have a turn buckle on mine. It is set to where it opens about 1/4 inch. Any more and it seems to blow to much heat right out chimney.

I put the spark arrester on mine. I was burning some coal at the time,bad mistake coal soot stopped up screen in no time. along with cresote made a mess. Removed screen and have had no problems at all. You still get a few sparks out ocasionally. But dosent stop up. Cresote will burn off  with good hot fire but you will get some sparks when it burns off. 

With out screen you have chimney cap, with screen spark arrester.

If america continues to keep going in the same direction she is going it want be long. Like the rest of you I am not going to depend on our goverment to take care of my family. Younger  generation(most of) have no idea how to survive in hard  times. (disaster) Like you said Scott its not if but when!!
I am going to do all that is possible to make sure my family is taken care of and what i can't do I will put my trust in the God of heaven and earth to do the rest.
