I solved my neighbors problem by installing a very small circulator pump and aquastat which controls the pump.  The plate heat exchanger had to be replaced after one season due to scale formed from local water so a side arm was installed to transfer heat without the thin plates clogging.  Works great now for 3 seasons. DHW is stored in a 40 gallon electric DHW tank.

Relief valve is in the picture in the top of a tee.
I am guessing there is a check valve somewhere in the system. The water needs somewhere to expand to when it is heated. On a normal well system it just goes backwards toward the well pressure tank.

i was finally able to view the pic and am wondering...doi see the hot anc cold from the boiler both going in teh top of the tank? if so then likely you are only heating the top few inches of the tank and when cold water from the house is introduced it is pushing cold water up and cooling the water coming fro the furnace quickly..yiou need to be drawing water from the bottom of the tank and sending that to the boiler so the whole tank will be kept the same temp as the OWB

if my perception of the set is wrong i appologise.
