Dual electic water tanks hook up ????

I need a little help (well maybe a lot) I have two 40 gal electic water tanks. the 1st tank has no elements it was from my solar hot water
system and the 2nd has everything.  I want to connect my OWF to the tanks, should I connect the OWF to the tank with the elements ??
or should I go into the first tank and use it as a pre-heater. I would like to store up the full 80 gal that should I do ?

BY THE WAY IF YOU DONT HAVE AN AUTO DAMP YOU GOT TO GET IT.  1st time ever I had wood left in the morning and it was 20 degrees

I would go to the one with no elements first, then to the other. This will allow you to store and preheat.  Insulated blankest if you do not already have them and I'll bet your electriC will not come on often.

Thanks  Treewinder, Im going to go with that.   One other thing how did you get the town
to issue a permit to put the OWF inside a structure attacted to the house. That is great

It's attached to my garage and not the house,  need licensed electrician and thst was it.
