Does the sidearm feed back into the top of the water heater via the cold line or the hot line?

i used a reem rudd water heater.i removed the elements and used the threaded  element ports in the side of the
tank to plumb the sidearm.the hot water exits the top like normal

Could it be old enough that the drop tube on the cold side rotted off?

I cut our old electric water heater apart years ago to make hog feeders out of, the cold side tube was laying in the bottom of it, what was left of it that is.

Very good diagnosis Mlappin, I would put money on it that you have it nailed on that one, solution, put in a heat trap on the cold water inlet to stop the thermal convection into the cold water line.

could i just add a check valve on the cold water line.also the cold water enters the bottom not from the top.

A check valve may help but probably will not stop heat migration from moving up your pipe, a heat trap in the cold line will stop it as heat does not like to migrate downward, a heat trap is nothing more than a drop in the vertical piping

Be careful with check valves on cold side hot water heaters. As water heats it expands. Heard of one water heater that blew up and knocked out a basement wall. Had a sidearm on. Need a way to let the water expand.
