Buying a used bolier that isn't running

 My sister asked me to look at a boiler near her,she thinks it is a wood doctor? It was running last winter,but the renters? didn't pay the guy that cut their wood for them,so he quit cutting wood for them.This winter they are not running the boiler,so it is either A- they didn't drain the boiler and it is froze up,possibly welds burst?, B-They drained the boiler so it is like hauling a piece of metal out of the lake exposing it to the elements, rusting away, C- if they couldn't pay their bill for getting wood cut,chances are they didn't maintain the boiler very well. I told her i wouldn't touch the deal with a ten foot pole,but she would like me to look at it,what should I be looking for,any thoughts?

Need to find out if its A or B, either way Wood Doctor seemed to have quality control issues. Some lasted a long time and others were in a word, crap in a few years.
