is the feed side of the  exchanger hot? and is the return side still hot or cold (if cold you have low gpm-or air lock) ((if hot you have low air flow or air is going around exchanger, if plenum not full))

if your exchanger pipes are hot on both sides then the blower is not pushing air through the exchanger...is your exchanger as big as you plenum? in order for the air to flow through the exchanger there can be NO place for air to go around it. If there is a gap beside the exchanger inside the plenum the air that hits teh exchanger fins will (mostly) flow around the exchanger taking the least path of resistance
