What is the best way to sharpen the chains

All up to personal preference.
I prefer to use a power sharpener from Oregon. Touch em up before they get too dull and you barely throw any sparks when touching up each cutter.
Other members prefer to hand file.

Put the saw in a vise and file it by hand. Burn two tanks of gas and sharpen it again.

I started using this a couple months ago. Pretty slick.
I also have a Northern Tool grinder for occasional tuneup.

Thats pretty cute actually. I have a separate wheel for my sharpener that I shaped specifically for doing the rakers.

Depending on the wood, and how well I sharpened, I resharpen after the 2nd or 3rd tank of gas.
Basically
Mount the saw in a vise or purchase a free standing holder
you sharpen 1 side at a time, from the inside out....
Turn the saw around and sharpen the other side...
every 3 or 4 sharpens file down the rakers...
