Is it better to locate the fill valve on the supply line or return line? I want to place it onto the 1 inch line where it enters the inside basement wall.

Should not really matter; but I would personally locate it so that if it leaks or you need to drain boiler; it will not make an utter mess all over

Doesn't matter unless u have check valves even then u can still do it with some experience

On my set up I would put the sediment filter on the OWB Supply (Hot) side; but that is only because I run thru a FPHX, then out to radiant slab, and FPHX are very unforgiving if you get them packed full of STUFF
However if you are not running thru any kind of heat exchanger, I dont think it really matter where filter is put

ALWAYS BEST IDEA ;D, to put a filter/strainer before you go into a HX, lessens chance of crud getting into HX and plugging it
