Aquastat open on rise or close on rise?

What I am working on now is the domestic hot water. I have a T that comes out of the bottom of the tank, then copper pipe come straight up, to which the aquastat is attached, then there is a small circulation pump and it passess through a heat exchanger and back into the top of the hot water tank. I now have everything working, except, I cannot figure out which setting to use on the aquastat. Do I want it to use the open on rise, or close on rise of temp? I would think close on rise of temp, but this does NOT give power to my circulation pump, and rise of temp does, but I would think that this will never shut off the pump if set this way. When I attach the wire to the open on rise screw, I have full power and the pump runs, but when I use the close on rise screw, i have enough power to only light up my test light, but NOT run the pump. Any suggestions?

You want to use open on rise. (open will shut off the pump)
