You mentioned it worked great 3 weeks ago?  Then you said chimney has 1/2 soot in it.  So now you have a 5 inch chimney, I think this may be the problem.  I had a wood boiler 30 years ago which was a fireplace insert boiler, never worked good so I moved it out into the room and had a 6 inch pipe into old brick chimney.  Worked good for about 2 months then all was clogged with soot.  Clean and brush once a month, lots of maintenance.  Finally I put a 8 inch base plate with 8 inch black stove pipe in room then 8 inch stainless insulated inside old brick chimney, wow what a difference.  I went with outside boiler 5 years ago, fully automatic except adding wood.  As I said above added steel well pipe for chimney but no good, now 8 inch stainless insulated and wow does it heat.  I can bring 650 gallons from 70 degrees to 190 degrees in about 3 hours when I fire it up in the fall.  That's with about 1/3 of a full firebox also. Hope you get it working better.
