So my stepson was gone for a month this summer, college prep school. It has been about a week and a half since he came home. It's quite amazing how much things have changed. We now have two full bags of garbage daily, minimum of two loads of laundry, dishwasher runs daily, I know the electric bill will double, lights left on all night.

For the month he was gone.  One bag of garbage every two days, load of laundry daily,didn't run the dishwasher.

Sounds like perhaps a conversation should be had very early in the morning, in his bedroom and it should include a 3 foot long piece of pipe!

Show him "Before I brought you into this world" electricity bills and an "after I take you out of this world" bill (i.e. when he is not living at hom electricity bill). 

Simply ask if he "sees anything interesting" in the paperwork... just ask the question then watch and listen.  ;)
