Sounds like automatic fill hose! Try to tighten it a bit.

After doing little more inpection, when I turn off the water value it stops it is like the overflow line and it is runing out the end of the hose, but when I turn on water it keeps running checked float not stuck,

Couple things come to mind.Either auto fill solenoid is bad letting water go in all the time. Can take small fill line off and see if water is running all the time or your domestic hot water coil has a hole in it and is letting water in all the time and running out(have seen this happen!!!).

As was said before, it almost has to be he auto fill system.  There is no other reason why water would continue to come out that pipe.  Water is just not going to come out on its own unless it is getting some added to the system.
